There are categories that are always considered and thought-provoking in political arenas.

In addition to political ideas, another classified category which is closely associated and intertwined with other dimensions of human knowledge is the concept of rule and law and the relationship between the two. Some other elements with this regard are sovereignty or the will of the ruler defining the law, its limits, how to implement and monitor it?

Various schools of thought or law have delivered an answer to this issue based on their own insights, From Imam Khomeini's perspectives, the explanation of the relationship between law and sovereignty depends on the separation of legislation from its implementation.

With regards to legislation, absolute sovereignty belongs to God the Almighty, but in the field of implementation, man also has a space to exercise sovereignty. In other words of Imam Khomeini's monotheistic thought, God the Almighty is the true legislator.

The state and sovereignty are also the political authority resulting from the participation of the Imam and the ummah in the implementation of divine law.

Hence, sovereignty belongs to that law and everyone is subject to the law and no one is beyond the law.
