Imam then had returned to his homeland after spending 15 years spending in exile. The puppet Bakhtiar regime was still in place and was obstructing and was still creating problems for Imam and revolutionaries.

Imam was staying at Rafah seminary in Tehran and there were too much groups of people who were holding meetings with Imam and the venue had turned into a crowded place.

Some thought that a lage number among those who sought to consult Imam had been women and ultimately decided to ban their entry for security reason.

At this Imam intervened and continued holding meetings with women activists and groups to advance the objectives of the Islamic revolution.
