Is it permissible to take the interest paid by state-owned banks on savings as compensation (taqāṣṣ) for taxes or interest that the person himself or his relatives were compelled to pay to the government or to banks?

According to Imam Khomeini, The interest on money is unlawful (harām), but taking it as compensation (taqāṣṣ) for a legitimate religious/legal debt owed to the person by that same branch is not problematic.
