The president also called on relevant authorities to make amends for the damage and losses.
“The causes of this incident and those responsible must be determined in the shortest possible time and reported, and every necessary measure must be taken by concerned institutions to attend to the injured and compensate the losses incurred by those damaged in the incident,” Rouhani said.
Vice President Es’haq Jahangiri, who visited the site, also said “The administration stands by the nation, and all relevant bodies have been mobilized to save the injured.”
Rescue workers are searching for dozens of people trapped under rubble after a fire caused a tall building to collapse in the Iranian capital Tehran.
Nearly two dozen people, mostly firefighters, are believed to have been trapped under the rubble of the 17-story Plasco structure in downtown Tehran.
According to emergency officials, most of the 80 wounded people have received outpatient treatment.
Jalal Maleki, Tehran Fire Department spokesman, said that although a number of firefighters were presumed dead, no final figure could be given on fatalities.
Tehran Mayor Mohammad Baqer Qalibaf had earlier said 20 firefighters lost their lives trying to contain the flames.

Firefighters battled the blaze for several hours before the collapse.
The oldest high-rise in southern Tehran, which was built over 50 years ago, housed a shopping center as well as many clothing workshops and stores.
Meanwhile, leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei issued a message expressing his condolence over collapse of the iconic building.
The Leader’s message read, “The painful incident of fire and collapse of a building in the center of the city is source of profound sorrow and concern for me. The valor and sacrifice of those firefighters, who were seriously harmed while trying to rescue people and went through a difficult test through their committed sacrifice, fills one’s heart with [a sense of] admiration and praise as well as concern and sorrow.”
